Mandatory navigation seals for cargo will be introduced in Eurasian Economic Union countries starting February 11, 2026.

Starting February 11, 2026, a new rule requiring the mandatory use of navigation seals to track the transportation of goods by road and rail will come into effect in Eurasian Economic Union (EAEU) member countries.

This is stipulated by the Agreement on the Use of Navigation Seals for Shipment Tracking, adopted by the Board of the Eurasian Economic Commission.

What will change starting February 11:
• Navigation seals will be mandatory for cargo shipments passing through the territories of two or more EAEU countries.
• The first stage of the change covers goods in customs transit, export, and mutual trade, including:
– sanctioned goods;
– alcoholic beverages;
– tobacco products;
and, in some countries, additionally, light industry goods and electronics.

Why are navigation seals being introduced?
This will allow EAEU member states to track cargo movements in real time, increasing logistics transparency, reducing the risk of route disruptions, and improving control over customs compliance.

The new rules directly affect carriers, freight forwarders, and companies involved in international cargo flows within the union: from registration in the operator’s system to installation and activation of the seal before shipment.
